A begger is poor, but he cant get himself million dollars in debt, because nobody will lend him that much of money.
The begger got 2 bucks in his pocket and a positive account balance, A comapny CEO may have a negative balance, such as million dollars in house debt, but he is drving a big car, watching a 60' tv, play golf on sunday, just back from hawaii, got a beautiful wife and 3 girlfriends.
