It's not relative to Earth - it's relative to, well, everything, and gravity and velocity more specifically. AFAIK there's been a good deal of evidence using atomic clocks that confirm that concept.
The wild idea is the notion that once you accelerate past the speed of light (if you could), you could travel through time freely, but be stuck moving in one direction in space (essentially reversing our experiences with time and space).
