I think that what it means is that you could fight any of the five Diablos with any of the HP values. So one time, you could fight a Diablos with 3250 HP, but the next time you try "A Horned Dragon," the Diablos could have 4000 HP. BTW, the base HP of Diablos is 5000 (http://divinewh.im/m/Diablos).

In "A Horned Dragon," Diablos' size is 100% (normal), with a standard deviation of plus or minus 6%. Its defense and stagger limits are 100% (normal). Basically, the Diablos in "A Horned Dragon" is a normal Diablos with decreased starting HP.
