Sure. The analogue "sticks" are just above the D-pad and buttons instead of below them. Whether or not it feels as good... don't know (hopefully it'll receive better sticks in the end).
This is a trick question because we have yet to see Nintendo even show a full, ground up Wii U game. The one thing that keeps me hopeful is that the Zelda HD demo at E3, which was running in real time, was displaying simultaneously on both, and you could change the camera around and the lighting via the touch-screen.
Either way, what you say is possible and I respect your opinion.
