You may have one point there, because GW Bush vetoed next to nothing that would run across his desk.  So, during the Bush years, you would have to throw out what is the norm regarding the president submitting the budget to congress to vote on.  And, likewise, after Congress is done with it, the president signs it into law:  http://en.wikipedia.org/wiki/United_States_federal_budget
