Unless the PS4 launched with a screen in the controller as standard equipment publishers and developers would not readily target this functionality because they can't count on potential customers having this equipment.

To see my point all you have to do is look at the list of games that support Playstation Move. While the size of the list of games is impressive for an add on, almost half of the games are developed by Sony, most of the third party games only use Move as an optional element and are not designed to take full advantage of it, and the handful of games designed explicitly for Move by third party publishers are low budget "shovelware".

You can't "Answer" an advantage your competition has as standard equipment with something that is optional, especially if that optional equipment is expensive. Throughout the history of the industry countless addons have been released and the vast majority of them are very poorly supported by third party publishers. Why would anyone assume that something with the Playstation brand would immediately be immune from this?

Edit: To make my point even more clear ... Much of this functionality could have been implmented using Nintendo DS/Wii connectivity or PSP/PS3 connectivity, how many games can you name that were developed by third party publishers that used both the home console and portable system?
