343 Industries in being run by a few key people that used to be Bungie employees. 343 was created when Halo got to big for bungie to manage .. so technically Bungie hasn't controlled the Halo franchise for a long time by itself.
Two of the key people that worked on Halo 2 and 3 run 343 Industries.. I think Halo 4 could end up being as true to the franchise because of this while also being fresh because they will have fresh ideas from new people working under them while still holding on to the Halo core ideas..
