If unofficial reports are true (since Nintendo has gotten off the spec sheet bandwagon), then the DS is as powerful. It has 4MB of RAM, like the N64, but this RAM has good latency. It also has a lot more texture memory, which the N64 infamously had little of.
Compart Mario 64 on both systems. The N64 version had very little texturing, and what was there was extremely low resolution (although the PS1 had that problem). Most of the detail was though shading.
The DS version has actual texturing, although you may need to get screencaps, and zoom in, to see that.
A flashy-first game is awesome when it comes out. A great-first game is awesome forever.
