your knowledge isnt precise. seti doesnt hear sounds even if the moon had an atmosphere to transport sound seti couldnt hear anything when a needle falls. the reason is they cant hear sound. sound is just vibrations in the atmosphere and has nothing to do with radiosignals. radiosignals are electromagnetic waves like light. during the big bang a lot of light was created. the universe was so dense that light couldnt shine some day universe started expanding and the big bang light shined through but the universe was mostly hydrogen so some light was absorbed. the rest light streched with the expansion of the universe and became radiosignals aka background radiation which you can hear or see on radio inbetween stations and old tvs without channel our radiosignals drown in background radiation.
the signal you talk about is wow signal which couldnt be localized. it came from sagittarius constellation and came through on hydrogen frequency only frequency missing in background radiation
