What exactly do they mean by returned? On my US psn account I just downloaded my free games and haven't used psn since then. On my JP psn account I still haven't bothered to do anything besides change my password because the psn store is still down in Japan. There are no free games in Japan until the psn store is back up.(jp psn works for playing games but no store functions are available)
If they consider changing my password and/or downloading my free games as "returning" then I guess I have. To be honest if they weren't giving out free games I wouldn't have even bothered with psn at all.
