Almost right on except its more like

You see a man trying to break into a house, then you say "Here's a brick if you throw it at the window you can break it"

Or at the 2011 Vancouver riots "Here's a brick. If you throw it at your neighbour's window, you can break it.".

He knew that the person was going to throw the brick through the window if he provided it!
