What "thought crime". Paedophiles are insane, and cannot think rationally. That makes them a danger to society, the same way someone who was hearing voices telling him/her to murder people is a danger to society. You're confusing "mental illness" which causes uncontrolable actions with "conscious decision", which can be controlled.
