1: Discs are far, far cheaper to produce.
2: Discs are also more reliable, unless you treat them badly.
3: Content delivery businesses allowing resale? I don't think so. Even if they would, they would have to negotiate that separately for all their third party associates.
Conclusion: No, just no.
