You can't compare the failure rate to network hacking. With the failure rate the ball was in MS court to fix or not fix it, if hackers get access to xbox live then microsoft would have lost control. If someone steals you're credit card are you just going to wait for a new one or are you going to tell the bank to cut it off in order to avoid any further loss? Microsoft is not going to leave an unsecure network open while creating a patch, thats crazy talk. The amount of money they'd lose trying to save face would be much worse than if they just took it down.
