Minagawa, Matsuno and other members of FF Tactics team were originally part of Quest. Sakaguchi decided to buy them out and integrate them into Sqauresoft because he was so impressed with their developing ability.
Matusno has led the team because they are a family in a sense. in the same way Kitase and Toriyama always work together, in the same way Sakaguchi, Ammano and Umatesu have worked together.
i doubt they would work with Nojima, mainly because the style of game they make is different from his style - and this is because these developers orignally came from Quest.
it seems to me that Matsuno would rather work on something he and his team have full control of rather than another FF. so he could also be working on another Ogre Battle game tbh, because Sqaure have said they want to give us new IPs and Tactics Ogre was just released, it would seem they have some intention of reviving the series.
