Yes more proof that Hideo Minaba is freelance is the fact that he is working on character designs for FFXIII-2.

Why assume Matsuno is writing? Kazushige Nojima (the greatest writer in the videogame industry!!!!) may be writing FFXV with Ito directing, its more likely as Nojima hasn't written for a main FF since FFX.

Yeah, I read that Minaba was working freelance on FFXIII-2. It's good to have him back on FF as I loved his art direction for FFIX. Maybe he's also the freelance art director for FFXV?
Also, the reason I assume Matsuno is writing is because Division 4 has never made a game with Kazushige Nojima as the writer. All their games have been written by Matsuno. Nojima is more somebody associated with Division 1.
