Yeah, you can use that. Just search for "bungie" on the app store and you should see the "Bungie Mobile" app. Download it and when you click on it, there should be a prompt to login with your Windows Live ID username/password.
After you sign-in you should see the little "Love Bungie" tab on the bottom. Click that and in there you can enable the helmet (select it to be "on") and the all star nameplate.
