That's not a feature of a Communist society, but of any totalitarian society. But I'm failing to see the point of this argument. Your original claim that his claim about no one complaining about being circuncised was due to lack of human rights on his country is simply faulty, wether or not such rights are observed there, since just about every American who had the procedure done isn't complaing either.

I was talking about the fact that they're not educated to appreciate or demand human rights. In America circumcision was practiced en messe due to people/doctor's having the faulty belief that it has medical benefits (something which is contrary to reality). In his country it's practiced for religious reasons/cultural reasons, no actual benefits beign used as motivation, which shows that the rights of the individual are not taken into consideration.

Just like forcing kids into religious schools :P

But my point is that it doesn't rally matter if people don't complain on his country for this or that reason. It's a fact that anywhere circuncision's a commom practice the vast majority of people doesn't seem to care, be it in a country where people are aware of their rights or not. So his point, that (the vast majority of) circuncised people in places where the practice ios commom are not complaing is valid.
