According to this Wikipedia article foreskin restoration only creates the APPEARENCE of having a natural foreskin. It's not the same thing. The foreskin cannot grow back.

The restored part is a foreskin... in appearence only. IT does not have the properties of a real foreskin (kinda like how a wooden leg isn't like a real leg).
