i guess some in this thread have never met a crackhead.

I've met my fare share. Not by my choice. But obviously our current system is failling if we still have crackhead problems so why not try a different technique?

japan has low drug use rates and some of the toughest laws.

And the Netherlands have a lower drug use than Americans and it has way more relax laws.  Your point can't stand up as toughest laws = lowest drug use.  We have increased our drug laws as tougher and tougher yet the drug use in USA has gone up.  Prescription drug use rising at astronomical rates is just as bad as people using illegal drugs.   To have marijuana in  schedule 1 drug as no medical use while plenty of states have passed medical marijuana just shows how out of touch the DEA, politicians, etc are on the topic of drugs.  Does it make sense to have marijuana as schedule 1 and cocaine, methadone, morphine, etc as schedule 2.  Living in the USA and the mindset of people on certain topics just pisses me off.  I feel like I am living in a land of idiots.

that wasnt my point at all.  just removing the laws wont fix the problems becuase tough laws are not the cause of it.

Ah I misunderstood.  I understand that just removing the laws won't stop drug use.  I believe it would remove the taboo and possible drug use might go down slightly.  Proper education and rehab for the ones that want it will help.  Propaganda and lies doesn't help keep kids off drugs.  Those pot commercials that run in USA showing teenagers running down a kid in fast food parking lot, showing a kid blow his brains out, etc aren't really helping the cause.  That is pure b.s. propaganda.  Maybe if we actually educated them without lies and propaganda then D.A.R.E. would be more effective.  The only thing that I remember from D.A.R.E. in middle school was it made me more curious about drugs.  I was also shown the dangers of smoking cigarettes and vowed never to smoke them.  Well peer pressure and since a lot of the high school students were doing it at the time eventually led me into cigs.  Luckily I quit those.  Even knowing the negative side effects will not stop people doing a drug for short term "benefits".

I just see no need in spending billions of dollars to bust some crackhead, pothead, meth-head, etc...   If they commit a crime like stealing then go ahead and arrest them.  If they are staying at home doing drugs then I could care less.
