I think that Sucker Punch just left the ending open ended so that if SP or someone else wants to revist the franchise, they can. As of right now, it's been strongly rumored that SP is working on a new PS3 I.P. and thus has for the most part wrapped up the inFamous storyline.
There's also been some indications that SP would go mulitplatform and is following the same path that Insomniac did, however, I don't see them going multi this generation. So, the new I.P. should remain exclusive.
