Nintendo did state in the press conference that part of the justification for the tablet was that the internet was going to be heavily integrated with the Wii U; and they have also said that they were working with third party publishers and developers to produce their online service, and don't want to implement a one size fits all system. I suspect what this means is that Nintendo is implementing an API that contains most of the features you would expect from a modern online gaming service, probably implementing some new/unexpected features, and developers can pick and choose from those features what they want to include in their games.
