I sort of agree with this point tbh. i mean its not just MGS, but other PS3 J games suffer from an inappropriate allocation of cutscene to gameplay ratio. if we look at games that have done really well from Japan - we see games like Monster Hunter, Dragon Quest 9, or Wii games like Mario Galaxy.
and i think theres a very good reason for that - simply because those games are focusing a lot more on gameplay with very little story or cutscenes. and that gameplay dosent change - its cutscene or gameplay. if we look at something like inFamous or Grand Theft Auto 4 a good amount of character interation takes place on the cell phone and not during a cutscene. i think this was a really good idea because relationships develop while you can also play the game - you dont have to stop and watch a cutscene.
i mean if we look at a game like Devil May Cry 4, yes sure the gameplay was considered good. but the amount of cutscenes in the game. do you really need a cutscene with some trash talk 5 or 6 times during 1 mission. look at God of War the cutscenes are condensed into only about 20 mins in the whole game. the rest of the story takes place interactively.
i think FF13 has been the worst offender. the developers spent 5 years redering 6 hours of cutscenes, and we were left with limited gameplay options. and in some cases a complete departure from RPG staples to maintain the quality of cutscenes.
