"Mass Effect executive producer Casey Hudson says BioWare is bringing voice commands to Kinect and Xbox 360 because Microsoft's sound and motion-sensing controller is doing the hard work of voice recognition. Kinect's internal hardware is what makes it possible—or at least much easier to get voice commands working—not just its microphones."

People need to start giving Kinect some credit. It has one of the most advanced voice recognition systems available. It is alot easier for developers to leverage the Kinect's hardware and software as opposed to going thru the trouble of writing their own voice recognition code.

I'm trying to figure out how you can implement voice recognition in hardware - surely it's largely a software task?

Also while the Kinect is a cool piece of hardware, doesn't mean it needs to be implemented everywhere. I'd prefer to see it used where it would actually improve the experience rather than just adding it in for the hell of it (I'm talking to you ME3).

It is software but the software exists and is being run inside Kinect.  So instead of a game maker needing to license or develop their own voice recognition software and then integrate it into their code they can basically access the existing software inside Kinect which is parsing the voice data for them.  It makes it much easier to implement voice recognition into their game which means more games will be likely to do so.
