The list is based on the games that won gamefaqs' GOTY polls that are just terrible popularity contests, to see what games are the most popular. This poll is no different.
Personally I think the correct nominees would be:
2001: Grand Theft Auto III
2002: Metroid Prime
2003: The Legend of Zelda: The Wind Waker
2004: Half-Life 2
2005: Resident Evil 4
2006: Company of Heroes
2007: Super Mario Galaxy
And the best of the bunch would be Half-life 2, if only for what it brought to gaming and for it's modding community.
FFX, GTA:VC and LoZ:TP should not even be mentioned for GOTY's, let alone GOTC
