No OC-ing, again it just isn't something I am comfortable enough trying with someone else's money.

Silence isn't the biggest factor, but obviously I don't want a tiger roaring next to me.

In that case, and please take this all with all the salt you can get as I'm no expert, I'd go the Intel and choose the "Techbuy Intel Pro Gamer Computer System"route as you want

Then I'd do some changes: 

 

-You surely have a mouse and a keyboard so you can scrap those and add the D-Link 802.11n wireless card and the external memory card reader.

-I don't know much about PSUs but the Coolermaster 650W PSU surely isn't much worse than the Termaltake but it's much cheaper doe to not being modular and then you can afford that 1Tb HDD and 8Gb (2x4GB) of 1600Mhz RAM.

And there you go, your PC for 1,499.15

 

Our mouse and keyboard are being salvaged for another comp, and you didn't take account of software requirements :/
