I don't completely object to your own reasoning. It wasn't an utter failure, but it wasn't a large success either. Sony launched it at a loss, and it took them years to get to the point that it broke even. Even now, 5 years down the road, I doubt Sony has brought in any substantial profit on the device.
In addition, 3rd parties have had incredibly mixed results on the device (again, similar to my Wii comparison). Capcom obviously rakes it in with Monster Hunter, and SE seems to do alright for themselves, but western publishers made jack on the device, to the point that even many sports games have abandoned it.Same with most Japanese companies, including SEGA, Namco, and Konami, all of whom have found their games underperforming for expectations. Its annual software revenue was passed by iOS devices incredibly fast, and in recent years it's managed a pathetic 15% of total handheld software revenue.
As a PSP owner, I rather enjoy the device, though I wish it were a bit more portable, but I wouldn't call it a success, or if I did, a very small one. It certainly won't do anything to inspire confidence from 3rd parties in the NGP's performance.
