I agree, it is subjective. Each FF game is too different to compare. That's why I'm going solely on the technical proficiency of the gameply systems. Examples:
1) Gambits in FF12 allow you to customise AI in minute level of detail. FF13 doesn't even have customizable AI.
2) FF12 lets you control all three characters in battle if you want. FF13 doesn't even have this feature in the game.
3) FF12 has seamless battles and you can even move all your characters while in battle. FF13 does not have seamless battles and you can't even move one of your characters in battle.
4) FF12 has vast towns, over 300 NPCs in the entire game, and numerous vast maps to explore. FF13 has one town that is tiny, it has 50 NPCs in the entire game, and only one huge vast map at the end.
The above are all game design points. This is why I say that without story, the gameplay in FF12 is better than FF13. You may not have liked the gameplay, but it was still technically and systematically better than that in FF13.
Other than this, it's all subjective.
