It's more FF12 letting you choose how to play it and FF13 forcing you to play it a certain way. FF12 let you play it in any way you liked. I personally played the whole game with Gambits off my party leader so it sort of played like Kingdom Hearts without jumping. The gameplay felt great this way as I could also edit the AI of the two characters I wasn't controlling. I thoroughly enjoyed it and loved the massive towns and vast world with exploration the game offered.
With FF13, you control the party leader at all times but you can't edit the AI of the other two characters. That's a huge step back from FF12 from a game design perspective.
Sorry, but without story being a factor, FF12 has the far better gameplay experience. Story doesn't make a game, gameplay does.
