It's just hard for some people to grasp that hacking/modding is different from pirating, and that the motivations behind one can be widely different from the other.
I've been involved in a small project to hack/mod a device which didn't even have any content that could be pirated. It was all for the sake of understanding it and seeing how far we could push it without the limitations built into it (as well as the fun involved in the process).
