I think "they were asking for it" is quite an appropriate thing to say in some contexts where the victim is able and expected to protect itself, especially when not doing so hurts people other than the victim.
For example... imagine you trust valuable items to a "secure" bank vault, and then one day, the bank starts leaving the door to the vault open and stops having guards in front of the vault. Obviously your stuff gets stolen, and in this case "they were asking for it" seems like a very appropriate thing to say.
