It technically wasn't free to PS3 users. With Mass Effect 2 released a year later on the platform than the Xbox 360, they had to put extra content in to try and justify the standard price. This would be the comic, the Lair of the Shadown Broker DLC, Overlord amongst others.
Also, in the UK, the comic translates at about £2.70 which seems rather fair.
