RROD wasn't planned. To the contrary, MS is going into this update with the anticipation of some consoles not working properly. In this case they have to be prepared to cover people beforehand.

I would say its realted because they learned from the RROD experience that they need to better test out their equiptment to find its flaws and than to make things right for the end user through just compensation. Gives me hope the next xbox will not have those issues.
