Absolutely not. It's just money grab for the execs and lawyers.
They simply are criminalize the entire Canadian population with the assumsion that we all pirate music.
I don't even listen to music for the last 10 years or so. Although, this is a cue for me to freely pirate music since they already charge me for it with the mandatory fee.
