Indeed, all the games like madden are licensed under the condition that the game is made available on all platforms as soon as possible, and that they make all the versions as good as they can. Timed exclusives, or versions with extra features (unless it's compared to say the PS2 version which cant have the features) are breach of contract.
Also, doesn't MS own Gears IP?
