Not if Graces sells poorly. I could be wrong, but it feels like they hastily decided to bring Graces over after all the backlash they were getting on their twitter and facebook, hence the 2012 release date. If this game sells like shit (pretty good chance), they'll have an excuse to stop localizeing Tales.
Also, something like that wouldn't be announced at TGS since the show is 100% geared towards the Japanese market.
