Ok, by this logic. We can say that Kessler not only did manage to go back in time, took over the First Sons, found the ray sphere and accelerated its development, plotted an incredibly convoluted plan to get Cole to get his powers and cause the blast that wiped half of Empire city. He was also able to predict that Cole will be able to survive everything and defeat him and he still had time to warn some random agent about the beast so that same random agent will tell Cole to go to New Marais and find an amplifier that will increase his powers so he will be able to defeat the beast.
.... Christ, Batman's got nothing on this guy in terms of "thinking ahead". >_>

it is the fate of the world were talking about here. It was kesslers fought this whole thing spiraled out of control in the first place. Plus, he had nothing left.

It said that the doctor in New Marais worked with Kessler before with the Ray Sphere. There's no way you could convince a well minded person to help create a small electrical based bomb without telling him the reason or threatening him. So, it's possible that Kessler told the Doctor about the beast, and then the Doctor told the agent to go get Cole. Simple as that.
