What makes you think that isn't the game, the same way that Heavy Rain is set up?  What I read in one article is the game is around 80% cut scenes, where you watch the characters and look at the environment, to get clues and figure out who did it, as a detective.

 Most of the "cutscenes" are keeping an eye on character's faces, gestures, body language in search of clues and/or honesty. It's pretty much mainly done in realtime (similar to HR), but what traditional game play they do have, is done during action sequences (completely different from HR).

I would add here that, unlike a lot of games, the cut scenes are critical to the game experience.  You need to watch the characters and act as a lie detector, and I would assume study scenes for clues, like you do in an adventure games.
