Yes if the game feels dated like Dragon Age Origins did (still great game) by not updating throughout the development cycle then it should be deducted points but not because of the development time.
I mean should points be taken of games who have larger development teams because even though their game was just as good as another development team's because they had more resources it should be deducted points.
Developers shouldent be encouraged to release games that arnt done to the developers standards and deducting points because it took so long is moronic.
