It changed somewhere in there. When there were a lot of people with RRoD it took awhile a longer and was completely free for you(Took me about two weeks in 06 and 07). A little faster in 08. Then sometime in '10 (I believe) they changed it so you sent it in(You have to pay for the box if you didn't have one, they still paid for shipping), and it only took a couple days at most.
And for as long as I can remember they always sent you a free month of Live
Edit: I should explain more. When it first started they sent you a box, but to make it faster they stopped that, and you were in charge of finding a box and whatnot
