It's obvious that Sony doesn't have 9M PS3 in the shelves, and MS doesn't have 13M

It's 'active' userbase, of which can't actually be measured, and the article was pushed by a sony fanboy website.

Shipped is what determines places.

It's not what that article says, but I completely agree with you, the only way to measure this without any doubt is with the shipped data.
