What legendary is Smeags using? At best he has only two Pseudo-legendaries, Hydreigon and Tyranitar. Everyone else are just regular pokemon.

Hmmm, Zoroark isn't considered to be a legendary. It works just like Lucario did for the previous gen, more of a movie tie-in rather than a legendary itself. 

It has no similarities with any of the other legendary pokemon, plus, unlike legendaries, it has it's own evolution line, which doesn't happen with any legendary (Although Phione is the egg form of Manaphy, you can't evolve a Phione to Manaphy afterwards).

Also, it can be bred, it fits in the Ground Egg group and it doesn't benefit of an overall high (600 or higher) base stat (it's base stats are 510).

oh come on, zoroak is one of the best pokemon, and you need to participate in events to get it without breeding, that says something.
