Or it could backfire and cause Pakistan to aim nukes at India and ally themselves with China. Pakistan is known for being wishy washy with the terrorists. They always seem to think that the terrorists will want peace and help them keep India's influence low.
Just look at how many peace agreements the Pakistani Government has signed with the Pakistani Taliban. Every time they say "Lets have a cease fire and make peace" the Taliban agrees and then after a few weeks "Bamb" and another building has been blown up, then the Government always tries to mend the situation claiming the cease fire and peace agreement remain in place and then rat tat tat an army check point gets attacked by 200 taliban. Then its back to war until the Government brokers the next cease fire and repeates the scenerio again.
Also look at the Afghan Government, they are doing the same thing. They want to negotiate a peace deal with the Taliban so that they can re-integrate into society. Karzai talks about a cease fire and official peace with the Taliban. Of course once an agreement is made the US and her allies will leave and them blamo their goes the Parliament building and a couple days later all hell will break loose.
The problem is the Governments peaceful way of thinking. They always think that the Taliban wants peace and that they can be negotiated with. Obama himself has this view talking about peace agreements with the Taliban. Fact is the Taliban are not known to keep their agreements and at first chance will stab the Government in the back.
As for stirking fear into their hearts. At the moment the Government fears India more then the Taliban. When your afraid you tend to defend yourself. Fear is not the way to get a democracy like Pakistan to work good. You've got to take control of the situation and assert yourself. Holding the 3-billion dollars ransom would be far more effective then trying to make them afraid of your weapons. Do that and they will support the Taliban even more, heck possibly give them a nuke or two!
