From what I can tell, your billing information is tied to your master account for the purpose of buying content through PSN.
Seeing as how I never tried to add billing info to any of my sub accounts, I can't confirm that. I just know that any time I wanted to add funds to be used by a sub account, it had to be added through the master.
Friend lists are completely unrelated. Any friends you have one one account (sub or master) are for that account only.
