I would also have to say that Chun-Li doesn't really count. She has dialogue in endings, but that's still not what I would call extensive characterization. She's an ICON, but that's not a character. Gaming seems to have trouble differentiating between those two (though someone CAN be both)

You are using words in a way that suggests meaning that they don't have. Chun-Li is a character in that she is representative of the idea of a person (that is, Chun-Li); whether she is a good character is up for easy debate, but that she is a character is an unqualified fact.
