This sounds like what congress does.  Whenever an issue breaks out, some congressperson will end up grandstanding and looking like a champion of this group and that, and then will seek to have some hearings where they will "get to the bottom of things".  I guess this is done to make the people feel they can do wonders. 

Awaiting congress to fix the security leaks and also catch the guys who did it.  Need individuals who will call the Internet a "series of tubes" to get to the bottom of things.

Ted to the rescue!!!

Ted has gone on, but individuals like him happen to remain in congress, who don't really understand the issues, but feel they need to meddle.  Like, the entire, "Let's give the president a killswitch for the Internet" thing.  Individuals in congress who have no clue as to what the Internet is, and how it was built to not be able to be shutdown, think that somehow cyberterrorism is such that companies CAN'T take their networks offline if they had to, the way Sony has done.  So, give the president a killswitch, so that he can stop Chinese hackers.  They think like this.

They will do stuff like ban gambling on the Internet AND opposed net neutrality legistlation.
