Well, wouldnt being about to play a banned console on a network be a high level security breach? It would mean that a user is tapping into the network's mySQL databases and reworking them to ignore their console's banned status. That is kind of a higher level hack no matter how your looking at it because they are injecting the network with a bypass script.

If that system is isolated to the gaming components, the I would consider it less serious than something that compromises personal data or purchasing systems.
