I've been having this problem for a week or so. This is what has been working for me.
If you have tried signing in multiple times and it doesn't work sign into an EU account. Once I logged into my EU account I am able to go back and log into my US account. Works everytime.
I'm not sure if this works the other way around or if this is just a US PSN issue.
