If any console is a given for not arriving early, its the PS3. PS3's strongest area is EMEAA, and in that region it was released in 2007. 4 years back. It still has 2 more years easily.
PS3 has had a lot of losses and they will try to recoup them is some ways so they will be late again for the next gen but it wouldn't really matter.
NGP will be shown this E3, and released worldwide by the next year.
So the PS4 will have to be shown around next year(at the earliest), and released worldwide by the year after that, that is around 2013. You still have a lot of time left man.
Best thing you can do is get one of the $50 discounts on the PS3, and also get infamous in preparation for this years goty infamous 2.
