Even online pass doesn't make complete sense. If I go out and by Game A, I play it and I don't enjoy it and I decide to exchange it for Game B I think I might like more. The shop I exchanged at then has a used copy of Game A, which it sells at a cost lower then a new copy. Seems fair so far. Another customer then buys the cheaper used copy and plays it and enjoys it.
In the end only 1 player is playing the game. No real extra costs for the developers.
Only issue is when Piracy becomes involved.
I don't like extra content that has to be downloaded, Mass Effect 2 for PS3 has this. There was extra content with 1 single code to use to download the content yet, if I lent that game to a friend (which I actually did) they couldn't download that DLC because of it (I assume this is the case, not tested it). I'd hope that used copies of the game in stores would have significantly less of a price then the original sale because of the non-existant content.
Then I don't usually by games used, just wait for them become cheaper as new.

The online pass does make sense though -- its goal is to either hurt the used game business by making people want online passes with used games or encourage players to buy the online pass and dlc.

If they are going to exist, the shops would have to really lower the cost of many games where the online feature is a big part. Games such as COD and/or Battlefield for example. While a lot of work goes into the main story, most gameplay hours are probably spent in the online mulitplayer.
My main issue with it, that the same amount of people are playing. This isn't like a pirate stealing a copy of the game and then paying for for the online pass, it's a valid copy of the game that someone has to pay extra for to play.
I also wouldn't be able to take my copy of a game and lend it to a friend without them having to pay to play part of it, I've already paid for my cost of running the servers for me but as i'm not playing it, my friend is, they can use that 'cost'.
